qemu is a emulation tool - Mer uses it primarily as part of the build process to allow ARM code to be executed on x86 machines.
Mer uses a very new qemu so it is likely that the version that comes with most distros will be too old.
The correct qemu is provided in the platform SDK.
qemu-usermode is delivered as part of the build dependencies and used within SB2 cross compilation and is a dynamic binary
qemu-usermode-static is available in Mer Core and utilized in 'mic'
