Spectacle is a tool to generate and update .spec files from .yaml files. Spectacle's .yaml files are a lot simpler to write than full .spec files and make maintaining simple packages (most of them) a lot easier.
Mer uses a branch (???) of the upstream spectacle which supports the Mer spec policies.
